Amends the Neighborhood Enterprise Zone Act to establish eligibility criteria for homestead facilities and new or rehabilitated facilities to apply for neighborhood enterprise zone certificates.

Allows applications to be filed before a building permit is issued, or within 6 months after permit issuance, unless the local governmental unit provides otherwise by resolution.

Permits applications filed after building permits are issued in specific circumstances, including rehabilitation of facilities designated in 1992, new construction in zones designated in 1992-1993, and qualified historic building rehabilitations.

Requires applications to include facility descriptions, parcel dimensions, construction details, completion timelines, and for homestead facilities, a commitment to invest a minimum of $500 in the first 3 years.

Sets effective dates for certificates issued under various amendments, including January 1, 2001 for certain rehabilitated facilities and the first day of the following tax year for homestead facilities and other categories.
