• Bans nontherapeutic research on embryos or fetuses known to be subjects of planned abortions unless the abortion is performed solely to protect the mother's life.

• Forbids research using organs, tissues, or cells from dead embryos or fetuses if death resulted from an elective abortion.

• Requires written maternal consent before research can be performed on organs, tissues, or cells from dead embryos, fetuses, or neonates resulting from spontaneous or nonelective abortion, except for routine pathological studies.

• Defines "abortion" and "elective abortion" to exclude spontaneous abortion procedures, contraceptive use, and medically necessary procedures to avert maternal death.
