Adjusts snowmobile trail permit fees to $45.00 for periods beginning October 1, 2011-2015, with automatic adjustments every 5 years thereafter based on consumer price index.

Allocates registration and permit fee revenue with $22.00 per standard snowmobile registration and $8.00 per historic snowmobile registration deposited to snowmobile registration fee subaccount, with excess amounts transferred to recreational snowmobile trail improvement subaccount.

Exempts snowmobiles used solely for ice fishing transportation on frozen public waters from trail permit requirements; historic snowmobiles exempt from trail permit requirements entirely.
