Amends the State Employees' Retirement System Act to expand the definition of "qualified participant" in Tier 2 to include adjutant generals and assistant adjutant generals first employed on or after January 1, 2011

Maintains existing qualified participant categories: individuals first employed on or after March 31, 1997 who would have been eligible for Tier 1, and those who elect to terminate Tier 1 membership and transfer to Tier 2

Defines key retirement system terms including "plan document," "refund beneficiary," "state treasurer," and "year of service" with service credit calculations

Provides service credit for furlough hours, layoffs, active military duty deaths, and banked leave time participation, with reemployed participants retaining prior service credit

Takes effect only if House Bill No. 6270 is enacted into law; effective date December 14, 2010
