Establishes "application period" as the time from when a permit application is received until it is deemed administratively complete and any required fees are paid.

Sets specific processing deadlines ranging from 20 days to 150 days depending on permit type, with some permits allowing extended timelines of up to 150 days if a hearing is held.

Applies processing timelines to 40 categories of permits including wetland permits, mining permits, oil and gas well permits, floodplain alteration permits, and solid waste disposal permits.

Allows the 150-day processing period for endangered species permits to be paused if a site inspection or federal approval is required.
