Amends the Public Health Code to add definitions related to smoking regulations, including "cigar," "cigar bar," "smoking," and "tobacco product."

Excludes organizations of veterans of foreign wars, the American Legion, and other war veterans' organizations from the definition of "place of employment" subject to smoking prohibitions.

Prohibits smoking in food service establishments and requires owners/operators to make reasonable efforts to prevent smoking; excludes cigar bars and war veterans' organizations from this prohibition.

Requires local health departments to investigate smoking violation complaints within 5 days and allows health officers to issue cease operations orders if violations are not corrected within 2 days.

Imposes civil fines of up to $100 for first violations and up to $500 for subsequent violations by individuals who smoke in prohibited areas.
