Amends Section 10 of the Michigan Transportation Fund law to revise how transportation funds are allocated and distributed among state, county, and local road authorities.

Changes the allocation of the 10% comprehensive transportation fund distribution by directing it "as directed in subdivision (j)" instead of exclusively to the comprehensive transportation fund for purposes in section 10e.

Establishes detailed allocation percentages for remaining Michigan Transportation Fund balance after priority deductions: 39.1% to state trunk line fund, 39.1% to county road commissions, and 21.8% to cities and villages.

Maintains existing provisions for local bridge fund distributions, regional bridge councils, emergency bridge repair allocations (5-15% of local bridge fund), and authorization for the state transportation commission to issue at least $30,000,000 in bonds to supplement local bridge program funding.

Requires annual reporting to legislative committees on local bridge fund activities including emergency repairs funded, money distributed by region, and specific projects funded beginning January 1, 2007.
