Requires emergency financial managers for local governments and school districts to file semi-annual reports to the governor, state senate majority leader, and speaker of the house, and post reports on the local government or school district website.

Reports must include descriptions of expenditures of $10,000 or more with funding sources, contracts of $10,000 or more with contractor identities, loans of $10,000 or more with proposed uses, and new or eliminated positions.

Reports must also include the current written financial plan in effect for the local government or school district as of the report filing date.

Reports shall be submitted every 6 months beginning 6 months after the emergency financial manager's start date, on a date set by the Local Emergency Financial Assistance Loan Board for local governments or the Education Financial Emergency Resolution Board for school districts.

The bill is contingent on the enactment of Senate Bill No. ____ or House Bill No. 6296 (tied legislation).
