Department of Community Health shall create, administer, and maintain a secure, paperless electronic medical records system for use in state medical facilities within 1 year of the effective date.

System shall utilize open-source software initially created by the U.S. Department of Veterans Affairs, unless the department determines more efficient and cost-effective software is available.

Department shall consult with the Health Information Technology Commission, Department of Human Services, Department of Technology Management and Budget, Department of Corrections, and other relevant entities during system development.

System shall be designed initially for clinical purposes and may include billing functions, with billing functions required to be added within 2 years if not included in initial design.

Within 6 months after notifying state medical facilities that the system is available, the department shall make the system available to other health facilities, agencies, health professionals, and groups of health professionals in Michigan.
