Revises language regarding multi-jurisdictional bodies of water by changing "whenever" to "if" to clarify that political subdivisions sharing a water body must act individually to comply with marine safety requirements.

Provides definitions for key marine safety terms including "peace officer," "personal information," "highly restricted personal information," "personal watercraft," "uniform inspection decal," and "waters of this state."

Defines "peace officer" to include sheriffs, sheriff's deputies, authorized deputies with at least 40 hours of law enforcement training, village/township marshals, municipal police officers, Michigan State Police officers, and DNR conservation officers.

Establishes that "personal information" includes driver identification numbers, names, addresses (excluding zip codes), and telephone numbers, but excludes violation records, registration status, accident information, and behavioral data.
