Requires vessel operators towing a person on water skis or similar devices to have an onboard observer capable of communicating with the operator and positioned to watch the towed person.

Mandates the towed person wear a Type I, II, or III personal flotation device (excludes inflatable PFDs); violations subject to civil fine of up to $500.

Exempts ski schools providing instruction, sanctioned ski tournaments/competitions, motorboats under 16 feet operated by the towed person, and persons preparing for tournaments if vessel operator and skier are both certified.

Requires vessels used for tournament water skiing to have a center-mounted tow pylon, large clear rearview mirror allowing visibility of hand signals at 75 feet, and identification markings.

Directs the Department to adopt certification standards for tournament water ski vessel operators and skiers based on U.S.A. Water Ski and American/Michigan Water Ski Association guidelines.
