Removes exemptions from vessel numbering and fee requirements for vessels 16 feet or less propelled by hand with oars or paddles and nonmotorized canoes or kayaks not used for commercial purposes.

Reduces registration fee for nonpowered vessels from $9.00 to $5.00, except as otherwise provided in the exemptions.

Adds new subsection (18) establishing a $10.00 late fee for vessel registrations not renewed before expiration, with late fees credited to the marine safety fund.

Removes provisions allowing refunds of registration fees to owners of nonmotorized canoes and kayaks registered between January 1, 1989 and April 17, 1990.

Makes technical corrections to subsection numbering and updates statutory language, including changing "pursuant to" to "under" in section references.
