Mandates barge operators display 4 or more white lights from sunset to sunrise and during limited visibility periods when barges project into channels, reduce navigable width, are not parallel to moorings, or are grouped with other barges.

Limits grouped barges to a combined maximum width of 82 feet and requires lights positioned on outside corners of formations or on projecting barge corners visible from at least 1 nautical mile at night under clear conditions.

Authorizes the department or local authorities to order immediate relocation of hazardously moored barges and charge owners for actual costs of moving non-compliant vessels.

Establishes misdemeanor penalties of up to 90 days imprisonment or $500 fine for violations, with each 24-hour period constituting a separate offense.
