Adds a new violation (Section 80176(1)(c)) prohibiting operation of vessels with blood alcohol content of 0.17 grams or more per 100 milliliters of blood, per 210 liters of breath, or per 67 milliliters of urine.

Establishes enhanced penalties for the new 0.17+ BAC violation, including imprisonment up to 180 days and fines of $200-$700, compared to standard violations with 93-day imprisonment and $100-$500 fines.

Requires mandatory alcohol treatment programs for persons convicted under the new 0.17+ BAC provision or with prior convictions, including assessment by a licensed alcohol assessor and minimum 1-year participation in treatment or self-help programs.

Maintains existing penalties for standard operating under influence violations (0.10+ BAC) while establishing felony charges for violations causing death (up to 15 years) or serious bodily injury (up to 5 years).

Requires courts to advise defendants of maximum possible sanctions based on boating records maintained by the secretary of state before accepting guilty pleas.
