Requires health care providers to submit health care claims to carriers in electronic data format beginning July 1, 2011, either directly or through a clearinghouse or billing service.

Allows the director to exempt health care providers from the electronic submission requirement upon request if the provider demonstrates hardship due to geographic location.

Violations of this requirement by health professionals are considered violations of Article 15 and subject the professional to administrative action under sections 16221(h) and 16226.

Defines "carrier" to include insurance carriers, third party administrators, and entities providing administrative services only or cost-plus arrangements.

Defines "health care provider" as health facilities, agencies, or licensed/authorized health professionals providing medical or surgical treatment, excluding dentists.
