Exempts personal expenditures for food, travel, and beverage for groups of 25 or more people from counting toward the $1,000 and $250 lobbying expenditure thresholds that trigger lobbyist registration, provided the expenditures are not reimbursed by a lobbyist or lobbyist agent.

Updates references to state departments and positions to reflect organizational changes, including changing "Department of Transportation" to "State Transportation Department" and revising various commission and office titles.

Makes technical corrections to grammar and terminology throughout the statute, including changing "which" to "that" in multiple locations and updating singular/plural forms for consistency.

Takes effect October 1, 2010, contingent upon enactment of House Bill 6341.
