Replaces the "Bureau of State Lottery" with a new "Michigan Education Lottery Corporation" as a public body corporate within the Department of Treasury, operating autonomously similar to the Michigan Employment Security Commission.

Changes the head of the lottery operation from "Commissioner" to "Chief Executive Officer" (CEO), appointed by the governor with senate consent, who shall exercise prescribed statutory powers independently and report directly to the governor.

Establishes new legislative findings clarifying that lottery games authorized before January 1, 2004 utilizing table games or player-operated mechanical/electronic devices remain valid without requiring voter approval, while new such games would require voter approval.

Modifies lottery operations provisions including CEO authority to solicit competitive bids for vendors and services, establish rules and directives for lottery games, and manage prize distributions with minimum 45% of revenue apportioned to prize payments.

Requires the corporation to produce monthly reports and annual reports available on its website detailing lottery revenues, prize disbursements, and expenses; takes effect October 1, 2010, contingent on enactment of companion bills HB 6336-6339.
