Removes the January 1, 2007 effective date requirement for the secretary of state to develop fund-raising specialty license plates, making the authorization ongoing rather than time-limited.

Establishes a new National Rifle Association (NRA) specialty license plate to be developed and designed jointly by the secretary of state and the NRA under existing fund-raising plate procedures.

Directs all revenue from the sale of NRA specialty plates to the state treasurer for deposit into the youth hunting and fishing education and outreach fund established under the Natural Resources and Environmental Protection Act.

Removes the restriction limiting the secretary of state to developing no more than 8 state-sponsored fund-raising plates at any one time, allowing unlimited fund-raising plate development.

Maintains existing requirements that a $15,000 start-up fee and $2,000 redesign fee be paid within specified timeframes, with fees deposited in the transportation administration collection fund.
