Prohibits employers from requiring employees to pay dues, fees, assessments, or other charges to a labor organization, or to pay equivalent amounts to a charity or third party in lieu of union dues.

Makes any agreement between a labor organization and employer that violates employee rights under the act unlawful and unenforceable.

Establishes civil remedies allowing employees to sue for damages and injunctive relief, with courts authorized to award costs and reasonable attorney fees to prevailing plaintiffs.

Establishes criminal penalties for violations as misdemeanors, with county prosecuting attorneys and the attorney general required to investigate complaints and prosecute violations when credible evidence exists.
