Prohibits public employers from requiring non-union employees to pay service fees to labor organizations as a condition of employment.

Removes the existing exception that allowed public employers to negotiate agreements requiring all bargaining unit employees to pay service fees equivalent to union dues.

Clarifies that public employers may not interfere with, restrain, or coerce employees in exercising their labor rights, and may not discriminate based on union membership or participation.

Prohibits labor organizations from restraining or coercing employees, restraining employers in selecting bargaining representatives, or refusing to bargain collectively with public employers.

Takes effect only if Senate Bill No. ____ or House Bill No. 6348 is enacted into law (contingent enactment requirement).
