Changes language in section 907 from "pursuant to" to "under" when referring to civil infraction determinations under sections 741 to 750

For moving violations resulting in at-fault collisions beginning October 31, 2010, increases civil fines by $25.00 but maintains $100.00 maximum total fine

For section 710d violations (child seating systems), allows fine waiver up to $10.00 if person fails to provide evidence of acquiring/installing proper child seating system, otherwise fine can reach $100.00

For section 710d violations, courts must waive all fines, costs, and assessments if violator has no prior section 710d violation and provides evidence of acquiring and installing compliant child seating system before appearance date

Expands language regarding child seating system violations to specify "acquisition, purchase, or rental and installation" requirements for compliance and fine waivers
