Establishes the "Michigan Health Care Freedom Act" to prohibit government from requiring individuals to obtain or maintain health insurance coverage.

Guarantees every person has the right to provide for their own health care and prohibits government from compelling any person, employer, or health care provider to participate in any health care system.

Prohibits penalties, fines, or taxes on individuals and employers who pay directly for lawful health care services, and on health care providers and systems that accept direct payment.

Protects the right to purchase health insurance or health coverage in private health care systems without government prohibition, subject to reasonable and necessary laws that do not substantially limit options.

Exempts from the act's provisions: workers' compensation coverage, automobile no-fault insurance, existing government actions as of January 1, 2010, and does not affect which health care services providers must perform or which services are permitted by law.
