Amends the Public Health Code section 7524 to modify how forfeited property proceeds are used by law enforcement agencies.

Changes language restricting forfeited funds to "enhance law enforcement efforts pertaining to this article" to allow use "only for law enforcement purposes," broadening the permissible uses of forfeiture funds.

Removes a requirement that forfeiture fund distributions serve as a supplement to (rather than replacement for) funds budgeted on January 1, 1991 for law enforcement.

Maintains existing provisions allowing seizing agencies to donate forfeited grow lights and scales to schools and institutions of higher education for educational purposes.

Updates terminology from "pursuant to" to "under" in multiple sections for grammatical consistency.
