Amends the definition of "veteran" in Michigan law (MCL 35.61) to establish uniform service dates and terms for all state veterans programs.

Removes the requirement that veterans must have served during a period of war or received an armed forces expeditionary or campaign service medal, instead allowing service in active military forces with honorable discharge.

Adds "Cold War" as a recognized veteran service period, defined as September 2, 1945 to December 26, 1991, for continuous hostile acts against the United States by communist bloc forces.

Establishes specific date ranges for recognized military service periods including Spanish-American War, World War I, World War II, Korean Conflict, Mexican Wars, Indian Wars, Vietnam era, and future conflicts.

Expands veteran eligibility to include those who died in active military forces service.
