• Amends the Natural Resources and Environmental Protection Act to revise definitions and procedures for brownfield remediation and environmental contamination response activities.

• Changes department designation from "Department of Environmental Quality" to "Department of Natural Resources and Environment" throughout the statute.

• Redefines "baseline environmental assessment" to allow the all appropriate inquiry component to be conducted within 45 days after property acquisition, and permits updating of certain inquiry components within the same timeframe.

• Establishes that guidelines, bulletins, and interpretive statements issued under this part are not legally binding and do not have the force of law.

• Creates the Brownfield Redevelopment Board within the department with representation from the director of natural resources and environment, the director of technology management and budget, and the CEO of the Michigan Economic Development Corporation.
