Department shall create and maintain separate inventories of residential facility closures and other known facilities, updated on an ongoing basis and posted to the department website.

Department must compile and post quarterly data on response activity plans and no further action reports, including approval status, and annually notify legislature if more than 10% of reports are approved by operation of law.

Fund money shall prioritize superfund match funding and emergency response actions, followed by at least 50% of remaining funds directed to response activities facilitating redevelopment in urbanized areas as defined by the 2000 census.

Property owners and operators with knowledge of hazardous substance releases must report reportable quantities to the department within 24 hours, notify affected parties within 30 days if contamination migrates, and immediately implement source control measures and remove fire or explosion hazards.

Act effectiveness is conditioned on enactment of Senate Bills 1345, 1346, and 1348 and House Bills 6359 and 6360 of the 95th Legislature.
