Establishes the "Personal Preparedness Standards Act" to require state and local continuity plans for first responder organizations to include personal preparedness measures for employees and their families.

Requires employees to provide continuity coordinators with family contact numbers updated annually by the first week of January for use during emergencies and long-term deployments.

Mandates continuity coordinators identify human capital liaisons to provide family member updates at least twice daily (6 a.m. and 6 p.m.) during continuity events.

Requires family preparedness and communications plans to include hazard education, home safety measures, disaster supply kits, evacuation routes, child and elder care contingencies, pet care plans, family communication plans, portable emergency cards, and critical information documentation for recovery.

Defines first responder organizations as state and local law enforcement agencies, fire departments, emergency medical services, public utilities, and other public entities whose services protect public health and welfare.
