Changes the definition of "adoption assistance" to explicitly include support subsidies, medical assistance, and reimbursement of nonrecurring adoption expenses as three distinct forms of assistance.

Modifies eligibility requirements for medical subsidies to include adoptees determined eligible for adoption support subsidy or those in foster care under MCL 712A.2 at the time the adoption petition was filed.

Revises appeal procedures for adoption assistance and medical subsidy determinations to follow the Administrative Procedures Act of 1969 (MCL 24.201 et seq.) with appeals heard by probate court in the county where the adoption petition was filed or where the adoptee resides.

Updates statutory references and technical language throughout to reference specific MCL sections and clarify definitions related to nonrecurring adoption expenses and foster care placements.
