Expands the "City Motor Vehicle Racing Act of 1981" to apply to all municipalities (counties, cities, villages, and townships) instead of cities only.

Allows municipalities to issue permits for motor vehicle racing events sanctioned by nationally or internationally recognized racing organizations on highways, streets, or airports within their jurisdiction.

Requires permit applicants to demonstrate adequate insurance, security, and facilities to protect public health and safety before a municipality can issue a permit.

Permits municipalities to charge reasonable fees for permit issuance and to temporarily close roads, reroute traffic, and waive ordinances and traffic regulations for racing events.

Grants immunity from liability to both the municipality issuing the permit and the state for any damages resulting from the racing event.
