Amends Michigan's concealed pistol licensing law to clarify that licensed individuals and exempt law enforcement cannot carry concealed pistols in schools, child care centers, sports arenas, bars/taverns, places of worship, entertainment facilities with 2,500+ capacity, hospitals, and college/university dormitories or classrooms.

Allows parents or legal guardians to carry concealed pistols in vehicles while dropping off or picking up students at schools, and permits religious institutions to authorize concealed carry on their premises if presiding officials approve.

Prohibits concealed carry in violation of Michigan gaming control rules at casinos.

Exempts retired police officers, security personnel employed at restricted locations, private investigators, county corrections officers, state police motor carrier and capitol security officers, sheriff's posse members, auxiliary/reserve officers, probation/parole officers, state judges, and corrections officers from weapon-free zone restrictions.

Establishes penalties for violations: first offense is a civil infraction with up to $500 fine and 6-month license suspension; second offense is a misdemeanor with up to $1,000 fine and license revocation; third or subsequent offense is a felony punishable by up to 4 years imprisonment and/or $5,000 fine with license revocation.
