Amends MCL 257.811 to make original and renewal operator's and chauffeur's licenses subject to the county motor vehicle license tax act in addition to existing state fees.

Sets license fees at $25.00 for operator's license, $35.00 for chauffeur's license, and $25.00 for minor's restricted license.

Establishes $18.00 renewal fee for operator's licenses; increases to original fee ($25.00) if license is expired at time of renewal.

Requires persons under 18 seeking an operator's license to pass a driver education course from a provider licensed under the Driver Education Provider and Instructor Act (2006 PA 384), with exceptions for those holding valid out-of-state licenses for one year prior and restricted license holders.

Provides active military personnel on duty when license expires the option to renew at the renewal rate ($18.00) if they apply within 30 days of returning from active duty and meet other eligibility requirements.

Bill is contingent on enactment of House Bill 6396.
