Increases the maximum penalty for willfully or maliciously burning a dwelling house from 20 years to life imprisonment or any term of years when the dwelling is a multiunit building.

Maintains the existing 20-year maximum penalty for burning single-family dwelling houses, either occupied or unoccupied, or their contents.

Applies enhanced penalties to burning buildings within the curtilage of a dwelling house when that dwelling is part of a multiunit building.

Defines "dwelling house" to include both single-family homes and multiunit buildings where people live.

Clarifies that the offense applies regardless of whether the dwelling is owned by the person committing the act or another person.
