Restricts operation of towing vehicles with mobile homes or park model trailers exceeding 45 feet in length, 60 feet combined length with towing vehicle, 12.5 feet in height, or 102 inches body width without a permit or special permit.

Allows jurisdictional authorities to issue annual permits for mobile home transport companies, manufacturers, and dealers to move units up to 12 feet wide, 80 feet long, and 105 feet combined length with towing vehicle.

Permits special height exceptions beginning September 1, 2010, on Upper Peninsula roads deemed safe by the state transportation department, allowing mobile homes up to 17 feet 10 inches tall.

Requires permits to specify movement dates and times, prohibit weekend and holiday transport, restrict nighttime operation, and mandate safety equipment including flashing amber lights, stop lights, directional lights, and "oversize load" or "16-ft wide load" signs.

Prohibits movement of units 14 or more feet wide including eaves when wind velocity exceeds 25 miles per hour and establishes minimum 34-inch axle center spacing; violations subject to civil fine up to $500.
