Transfers concealed pistol licensing authority from county concealed weapon licensing boards to the Michigan Secretary of State, effective January 1, 2012.

Individuals with a concealed pistol license are exempt from obtaining a separate pistol purchase license and must complete a firearms safety training course (minimum 8 hours with range time requirement).

Establishes application requirements including background checks, fingerprinting, mental health disclosure, criminal history verification, and a $105 non-refundable fee paid to the county through December 31, 2011, then to the state thereafter.

Prohibits licensed individuals from carrying concealed pistols in schools, child care facilities, arenas, bars, places of worship, entertainment venues over 2,500 capacity, hospitals, and college dormitories/classrooms (with exceptions for security personnel and retired law enforcement).

Authorizes license suspension or revocation for criminal charges, convictions, civil infractions, or danger to public safety, with provisions for temporary licenses in emergency situations and a 45-day window to display credentials before firearm seizure.
