• Authorizes manufacturers and outstate sellers of spirits to conduct pre-approved marketing programs that package nonalcoholic carbonated beverages with spirits, subject to commission oversight of container redemption and fund allocation systems.

• Establishes wine auction licenses allowing specially designated merchants to sell wine from private collections not owned by licensed sellers, with a $50,000 annual fee and a limit of 12 auctions per license year.

• Permits vendors of spirits and manufacturers to conduct consumer sampling events at specially designated distributor premises with commission approval, limited to 3 events per vendor per location per month, with samples capped at 1/3 ounce per consumer.

• Clarifies penalties for illegal spirits importation or sales, ranging from state civil infractions for amounts under 8,000 milliliters to felonies for amounts of 80,000 milliliters or more.

• Requires authorization for non-mail-in coupon transactions for spirits that do not reduce state product margins, and makes this act effective only upon enactment of HB 6427.
