Amends the Railroad Code of 1993 to add definitions for "high speed rail corridor," "nonmotorized trail," "notice," "order," "passive traffic control devices," and "preliminary chemical analysis" in Section 107.

Defines "preliminary chemical analysis" as either a preliminary chemical breath analysis or a preliminary chemical oral fluids analysis using immunochemical assay to detect alcohol or controlled substances.

Authorizes peace officers with probable cause to require locomotive engine operators to submit to preliminary chemical analysis for suspected violations of operating under the influence of alcohol or controlled substances.

Allows preliminary chemical analysis results to be used as evidence in criminal prosecution and administrative hearings, with oral fluids analysis results requiring confirmation by liquid chromatography with mass spectrometry in a department-approved laboratory.

Makes refusal to submit to a preliminary chemical analysis upon lawful request by a peace officer a civil infraction, while preserving requirements for additional chemical tests under existing sections.
