Amends Michigan's Public Health Code (1978 PA 368) to add Section 22216 establishing certificate of need standards for vascular access centers performing surgical services.

Requires the Department of Health to count all rooms equipped for vascular access procedures located on sterile corridors and all vascular access cases or hours of use performed in those rooms when evaluating minimum volume requirements.

Mandates vascular access center applicants to document how volume projections were developed and include only those vascular access procedures performed in qualifying rooms while complying with all other certificate of need requirements for surgical services.

Allows vascular access center applicants to use patients currently being served by their center to determine or project service volumes under this section.

Defines "vascular access center" as a physician office practice primarily performing vascular access services necessary to maintain dialysis access for end-stage renal disease patients that meets ambulatory surgery center physical requirements under federal Title XVIII regulations.
