Allows National Guard members (current or former) to apply for special registration plates displaying "national guard" beneath registration numbers.

Allows military reserve members (current or former) to apply for special registration plates with an appropriate vignette preceding registration numbers.

Expands eligibility to retired or honorably discharged veterans from any U.S. armed forces branch who are not otherwise eligible for special plates, with plates displaying branch-specific insignia.

Permits retired or honorably discharged veterans to display special plates on motorcycles in addition to passenger vehicles, requires $5.00 service fee for initial application and renewal.

Makes unauthorized use of a special registration plate on an ineligible vehicle or by an ineligible person a misdemeanor; plates expire on vehicle owner's birthday.
