Prohibits advertising for alcoholic beverages and tobacco products on lottery tickets, except for advertising that promotes responsible consumption of alcoholic beverages.

Prohibits the commissioner from contracting for lottery advertising by underwriting or providing financial support for any event, whether private or open to the public.

Maintains existing requirement that lottery contracts cannot be assigned without specific commissioner approval.

Defines "NASCAR" as the national association for stock car auto racing, inc.
