HB 6447 Summary

• Establishes a metropolitan district election coordinator position, designated as the county clerk of the county with the largest number of registered electors in the metropolitan district, to conduct regular elections for metropolitan district positions and ballot questions.

• Creates a new Chapter XVIIA defining metropolitan district election procedures including candidate nomination petitions, ballot question certification, absent voter ballot issuance, and coordination with city and township clerks.

• Expands the 4-member county canvasser board's jurisdiction to include canvassing votes for metropolitan district officers and ballot questions, and conducting recounts for metropolitan district elections.

• Requires metropolitan districts to pay counties, cities, and townships 100% of actual costs incurred for conducting metropolitan district elections, with procedures for cost verification and dispute resolution through the Secretary of State.

• Adds metropolitan district references throughout the Michigan election law to include metropolitan district officers, electors, and electoral districts in provisions governing candidate eligibility, qualified voter files, ballot order, recount petitions, and recall elections.
