Amends the Michigan Vehicle Code section 658 to create a temporary exemption from motorcycle crash helmet requirements during July 1-31, 2011.

Maintains existing requirements that motorcycle operators and riders under 19 years old wear approved crash helmets, except during the July 2011 waiver period.

Requires moped operators under 19 years old to wear crash helmets at all times on public thoroughfares.

Exempts autocycle operators from helmet requirements if the vehicle is equipped with a roof meeting crash helmet standards, and requires autocycle occupants to wear seat belts on public highways.

Specifies that crash helmets must be approved by the Michigan Department of State Police, which shall promulgate implementation rules under the Administrative Procedures Act.
