Makes exculpatory agreements valid and enforceable regardless of whether participants read, understood, or comprehended the document, or regardless of document formatting deficiencies.

Permits parents to sign exculpatory agreements on behalf of children under 18 years old to release the child's prospective claims for injuries or losses from motorsports participation, including express assumption of risk provisions.

Protects public entities and public employees from liability to participants for personal injury, death, property damage, or other losses sustained during motorsports activities.

Defines "releasees" broadly to include promoters, track operators, officials, car owners, drivers, pit crew members, rescue personnel, sponsors, advertisers, and property owners or lessees involved in motorsports events.
