Amends definitions of "county road commission" in three sections to include charter counties with 750,000+ population and an elected county executive that lack a traditional board of county road commissioners, designating the county executive for ministerial functions and county commission for legislative functions.

Modifies the Transportation Asset Management Council structure and procedures under section 9a, including council composition, appointment processes, and annual reporting requirements to the legislature by May 2 of each year.

Expands definitions in section 10c related to public transportation, preservation, maintenance, and preventive maintenance activities, including specific examples of eligible preservation and maintenance projects.

Updates section 20a to allow townships with 15,000+ population and a 1 mill property tax levy to contract with county road commissions for preservation of local roads, with payment capped at 90% of contract amount and 66% of average historical county spending.

Takes effect immediately upon Governor's approval on December 14, 2010.
