Requires links to current collective bargaining agreements, health care benefits plans, audit reports, and detailed compensation information for the chief administrative officer and employees earning over $100,000.

Mandates disclosure of annual amounts spent on association dues and lobbying services.

Subjects non-compliant local units to reduction in revenue sharing under the Glenn Steil state revenue sharing act; takes effect only if House Bill 6465 is enacted.
