Creates the industrial hemp study commission within the Michigan Department of Agriculture with 13 members including gubernatorial appointees, legislative leaders' designees, department directors, and agricultural trade association representatives.

Commission members serve 3-year terms (except legislative committee chairs serving 1 year and 6 members serving 2 years), appointed within 60 days of the act's effective date, with the governor able to remove members for cause.

Commission shall meet at least quarterly and conduct business under Michigan's open meetings act, with meetings called by the agriculture director initially and thereafter by the chairperson or upon request of 7 or more members.

Commission must review scientific and business literature on industrial hemp uses including fuels, food products, construction materials, and vehicle parts, and examine how industrial hemp differs from drug-trade hemp varieties.

Commission shall issue findings and recommendations to the legislature within 4 years, including evaluation of Michigan's economic opportunities from hemp production and any proposed legislation deemed appropriate.
