Creates a temporary school district services consolidation commission with 13 members: 4 appointed by the governor, 4 by the senate majority leader, 4 by the house speaker, and the superintendent of public instruction as a non-voting ex officio member.

Requires the commission to review noninstructional services provided by school districts, intermediate school districts, and public school academies to identify consolidation opportunities that would achieve significant cost savings without negative educational impact.

Mandates the commission submit a detailed report within 18 months identifying specific service consolidations at the local, regional, or state level, including which entities would be involved and how services would be consolidated.

Authorizes the superintendent of public instruction to issue orders implementing the commission's recommendations, subject to a 45-day legislative review period during which the legislature may enact legislation to prevent implementation.

Prohibits the commission and superintendent from recommending or ordering school building closures or consolidation of school districts or intermediate school districts, or any action affecting district boundaries.
