HB 6504 Summary

• Requires persons conducting pipeline surveys to provide written notice to affected property owners before entering their property.

• Mandates easement offers for agricultural pipeline property include information on construction impacts, drainage tile repair assurances, topsoil replacement, property appraisal methods, crop productivity loss estimates, and damage compensation (except maintenance of clear right-of-way).

• Requires Michigan Public Service Commission to ensure pipeline siting will not adversely impact public health, safety, welfare, or the environment, and to approve construction and operating permits only when applicant meets compliance and safety standards.

• Obligates pipeline companies to make good-faith efforts to minimize physical impact and economic damage from construction and repair.

• Becomes effective only upon enactment of nine related bills (HB 6498-6507 and potentially corresponding Senate bills).
