Prohibits the retail sale, offer for retail sale, or distribution for retail sale or promotion of novelty lighters in Michigan.

Establishes a civil violation punishable by a fine of not more than $500.00, enforceable by the state fire marshal or state, county, or municipal law enforcement officers.

Exempts the transportation of novelty lighters through Michigan and storage in closed-to-public warehouses or distribution centers from the prohibition.

Defines novelty lighter as a mechanical or electrical device designed to appear like a toy, feature a flashing light, or make musical sounds.

Excludes from the definition lighters manufactured before January 1, 1980, lighters incapable of being fueled or lacking combustion devices, and mechanical devices primarily used for fireplaces or gas/charcoal grills.
