Increases maximum prison sentence for fraud involving $20,000 to $50,000 from 5 years to 15 years, and creates new felony tier for $50,000 to $100,000 (15 years) and $100,000+ (20 years).

Establishes new felony offense for fraudulent transactions valued at $50,000 to $100,000 with maximum 15-year prison sentence and $25,000 fine or 3 times the value, whichever is greater.

Creates highest felony tier for fraudulent transactions valued at $100,000 or more with maximum 20-year prison sentence and $35,000 fine or 3 times the value, whichever is greater.

Permits aggregation of multiple fraudulent incidents within a 12-month period pursuant to a scheme or course of conduct to determine total value for sentencing purposes.

Expands definition of "false pretense" to include any false or fraudulent representation, writing, communication, statement, or message communicated by any means, including representations about past facts or future intentions.
