• Amends the Plant Rehabilitation District Act to expand the definition of "industrial property" to include carbon sequestration equipment for applications approved after December 31, 2009

• Defines "carbon sequestration equipment" as tangible real and personal property used to capture carbon dioxide from industrial processes or for long-term storage of carbon dioxide, including storage for enhanced oil recovery

• Adds "qualified electric generation facility" to industrial property definition, which includes tangible property used to generate electricity from sustainable biomass, with qualifying portion based on annual percentage of biomass fuel used versus other fuels

• Defines "biomass" by reference to the Clean, Renewable, and Efficient Energy Act, 2008 PA 295, MCL 460.1003
